Title: Usefulness of Open Educational Resources in Higher Education
Abstract: 
Open educational resources or OER have been widely used by university students for learning purposes. In general, there are four major types of OER, namely, open courseware and course materials, open online courses and tutorials, open access e-books and e-journals, and open source learning tools. While OER are often used by university students, educational researchers and practitioners are interested about how useful of these resources as perceived by the students themselves. This keynote would present a systematic study conducted in a sizable university in Hong Kong, where the students’ perceived usefulness on each of the four major types of OER is analyzed. Shortcomings and concerns from the students' perspectives are also identified. More important, the general patterns and trends pertaining to the usage and perceived usefulness are derived. The findings provide a useful reference for educational researchers and practitioners in deploying OER for teaching and learning in higher education.
Biography: 
Dr. Simon K.S. Cheung graduated from the City University of Hong Kong with a BSc and a PhD, both in Computer Science. He continued his study but in Politics and Public Administration at the University of Hong Kong where he obtained a MPA with Distinction, and received Executive Education from Harvard's Kennedy School of Government and Oxford's Said Business School. A Chartered Engineer, Chartered Scientist and Chartered IT Professional, Dr. Cheung was admitted as a Fellow of the British Computer Society, Fellow of the Chartered Management Institute, Fellow of the Institute of Mathematics and its Applications, Fellow of the Institution of Engineering and Technology, Fellow of the Hong Kong Institution of Engineers, and Fellow of the Hong Kong Computer Society.
Since joining in 2010, Dr. Cheung has been the Director of Information Technology at the Open University of Hong Kong. He was the Director of IT Services, SPACE, the University of Hong Kong, and the Associate Head of Registry and IT Services, SCE, the Hong Kong Baptist University. Prior to these, he worked at the Chinese University of Hong Kong and the Hong Kong Council of Social Services. Working in the IT profession for 30 years, mostly with university IT services, Dr. Cheung has successfully led a number of large-scale university IT projects, including enterprise system projects, business process reengineering projects, campus infrastructure projects, and e-learning projects. He was also engaged in part-time teaching and course development with the Open University of Hong Kong.
Dr. Cheung has served as an editorial board member or guest editor of international journals, guest editor of book series, and conference chair, technical chair and programme chair of international conferences. His publications include 1 research monograph, 25 edited books or volumes in book series, and 150+ refereed journal articles, book chapters and conference papers, mainly in two distinct areas, namely, software and system engineering (component-based system design, use-case driven system design, distributed systems, concurrent process control, Petri net, and other formal methods), and technology in education (blended learning, mobile learning, open education resources, learning systems and platforms). He has delivered 12 keynote speeches at international conferences in these areas.
Awards received by Dr. Cheung include the Outstanding Research Publication Award from the Open University of Hong Kong in 2016, the 1st Class Achievement in Computer Science and Information Technology award from the Shenzhen Science and Technology Association in 2016, the 1st Class Outstanding Chief Information Officer award from the Hong Kong Information Technology Joint Council in 2015, an Honouree for IT Excellence, CIO Award from the CIO Asia in 2015, and a number of awards (best paper award, excellent paper award and best presentation award) from international conferences. Dr. Cheung is listed in the Who's Who in Science and Engineering, and Who's Who in the World.
